Background

Eli Bowman joined Freedom Corps at the age of 22, shortly after the first Rikti Invasion. He worked as a hero liaison for a time, then as a trainer in King’s Row. It was then his talents with the bow were first noticed by his superiors and he was offered a position in Longbow.

Surprisingly, Eli turned down the offer. Eli explained he preferred to work more actively, among the heroes of Paragon City. He outlined and proposed a plan for a special unit of Freedom Corps which would be composed of heroes with special talents and skills not commonly found among the Longbow soldiers. This unit would operate along side of super heroes rather than other Freedom Corps agents, with a special emphasis on coordination and cooperation.

After careful consideration, and with the help of four like-minded members of Freedom Corps, Agent Eli Bowman founded Star Patrol.

Tactics

Agent Bowman is a blaster, but one not afraid to go toe-to-toe with any villain. He is almost always in the air, hovering above the battle field as he plinks away the most dangerous opponents with deadly accuracy. He also carried with him a vast array of gadgetry to assist in nearly any conceivable situation, including a stealth suit, targeting drone and a deflection shield to keep nearby foes off their feet.
